In a sweeping move, Senator Marco Rubio announced sanctions against four International Criminal Court (ICC) judges on Thursday, igniting a firestorm of global legal and political controversy. Rubio’s action targets what he described as “flagrant violations of U.S. and Israeli sovereignty” by the court.
The sanctions follow rulings by these ICC judges that authorized investigations and arrest warrants aimed at U.S. military personnel and top Israeli leaders, including Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant.

Rubio’s announcement singles out Solomy Balungi Bossa of Uganda and Luz del Carmen Ibáñez Carranza of Peru for their 2020 ruling to probe alleged war crimes by U.S. troops in Afghanistan.
He also targeted Reine Adelaide Sophie Alapini Gansou of Benin and Beti Hohler of Slovenia for backing the ICC’s decision in 2024 to issue arrest warrants against Israel’s leaders for alleged war crimes.
This unprecedented step is being viewed by foreign policy experts as a clear message from the U.S. Congress: international courts have no authority over America’s internal affairs or its closest allies.
Rubio Warns ICC of “Politicized Power Grab”
In an official press release, Rubio called the ICC “deeply politicized”, accusing it of abusing legal power to advance anti-U.S. and anti-Israel agendas.
“This is not justice. This is judicial activism cloaked in international law,” Rubio said.
“The ICC falsely claims it can investigate and prosecute Americans, despite the fact that the U.S. never accepted its jurisdiction.”
The State Department echoed Rubio’s criticism, labeling the ICC’s actions as “a dangerous precedent” that threatens national security and diplomatic stability.
ICC Responds: “This Is an Attempt to Undermine Justice”
The International Criminal Court pushed back immediately, releasing a statement accusing the U.S. of trying to intimidate a global judicial institution.
“These sanctions are an open attack on the independence of the ICC,” the court stated.

This latest escalation builds on steps taken earlier this year by former President Donald Trump, who signed an executive order authorizing economic penalties against the ICC.
“The ICC has no jurisdiction over the United States or Israel,” Trump’s order declared.
The document accused the court of issuing “baseless arrest warrants” and launching “illegitimate investigations” to target Western democracies.
The executive order effectively paved the way for congressional actions, including the move by Rubio and his Republican allies.
Jewish Leaders Outraged Over Israel Arrest Warrants
The ICC’s decision to charge Israeli leaders with war crimes has also drawn widespread backlash from the Jewish community. The American Jewish Committee (AJC) condemned the court’s actions in a blistering statement.
“Equating Israel’s right to self-defense with terrorist atrocities is a grotesque distortion of justice,” said AJC CEO Ted Deutch.
“This is not international law—it’s anti-Israel bias in its most dangerous form.”
The arrest warrants against Netanyahu and Gallant were based on claims linked to the Israel-Hamas conflict, but many leaders argue the court ignored the broader context of self-defense against terrorism.
